El Tribunal de Cuentas ha emitido un informe de fiscalización de la actividad asistencial del Instituto Nacional de Gestión Sanitaria de 2016 (Ingesa).
El informe recuerda que la actividad asistencial de Ingesa está condicionada por las prestaciones dispensadas a la población extranjera no asegurada, que tiene un gran impacto en los servicios de urgencias, obstetricia, neonatología y pediatría en las áreas sanitarias de Ceuta y Melilla. Un impacto que se traduce en unos 2,4 millones de euros en el año de estudio.
De los 14,5 millones de euros invertidos en la atención de personas no aseguradas, 6 millones se destinaron a mujeres embarazadas (1,21 millones de euros en Ceuta y 4,87 millones en Melilla, lo que representó el 32,16 por ciento del coste total de partos para Ceuta y un 59,14 por ciento del coste total de partos en Melilla).
El coste estimado de las asistencias en el servicio de neonatología a menores no asegurados ascendió a 160.787 euros en Ceuta y a 1,050 millones en Melilla.
Por su parte, el coste de las urgencias correspondientes a extranjeros no asegurados ascendió a 1,025 millones en Ceuta y a 2,49 millones en Melilla.
En términos globales, el coste económico derivado de la asistencia sanitaria a personas no aseguradas en Ceuta y Melilla supuso para Ingesa un gasto de 14,57 millones de euros en 2016, un 34,58 por ciento más que en 2012, según el mismo informe del Tribunal de Cuentas.

Durante 2016 Ingesa cobró 7,80 millones de euros por prestaciones dispensadas a usuarios cuya asistencia sanitaria no estaba a su cargo; el 67,78 por ciento procedió de pagos de compañías aseguradoras privadas por asistencia a sus asegurados y el 15,39 por ciento de compañías aseguradoras privadas por asistencia sanitaria a asegurados que habían sufrido un accidente de tráfico.
Únicamente el 0,73 por ciento de dicho importe (57.341,86 euros) procedía de cobros a personas no aseguradas.
Asimismo, el importe total de deuda pendiente de cobro a 31 de diciembre de 2016 en Ingesa ascendió a 104,495 millones de euros y el 87,46 por ciento de dicho importe (91.394,37 millones de euros) corresponde a asistencias prestadas a usuarios sin derecho a asistencia sanitaria, que fueron facturadas pero no pudieron ser cobradas.
